Anarchy is not defined as "without rules."

Anarchism is a
political philosophy that
advocates stateless societies based on
non-hierarchical free
associations or voluntarism.
Anarchism holds
the state to be
undesirable, unnecessary, and harmful due to its
inherent use of
coercion based on a pyramidal hierarchical structure.
Anarchism does not offer
a fixed body of dogma with strict rules of
interaction based on a single particular
worldview as all other
ideologies but assumes the
voluntary association of individuals in cooperative non-hierarchical social
structures.
Libertarianism upholds liberty
as the highest political end.
This includes emphasis on
the primacy of individual
liberty, political
freedom, and voluntary
association - agents
fully own themselves.
Libertarians and anarchists promote
individual
sovereignty and seek an end to
coercive psychological
systems, advocating a government that is limited to
protecting individuals from
the initiation of any type of force.
The term libertarian in a
metaphysical or philosophical sense was first used by late-Enlightenment
critical thinkers to refer to those who believed in free will, as opposed
to determinism.
It
benefits those sitting at
the apex of the hierarchical pyramid to subscribe to
the idea of determinism as a
foundational concept for
Social
Darwinism.
