United States Information
Agency
1953
Eisenhower established the US Information Agency.
US
Information Agency (USIA) is established "to streamline the Federal
overseas information programs, and make them more effective."
"Audiences will be receptive
to the American message if they are
kept from identifying it
as propaganda. Avowedly propagandistic
materials from the
US might
convince few, but the same viewpoints presented by
the seemingly independent voices would be more persuasive." - Dwight

Four main divisions exist at the beginning of the USIA's
propaganda effort.
The first division deals with broadcasting info in
the US and globally.
The
most widely used form of media at the onset of the Cold War was radio.
The Smith–Mundt Act authorized programs,
including Voice of
America.
The second division of the USIA consisted of libraries
and exhibits.
Fulbright–Hays Act of 1961 authorized the
international cultural and educational exchanges (Fulbright Scholarship
Program).
The USIA's third division included press services.
Within two decades USIA published 66 magazines, newspapers, and other
periodicals, totaling almost 30 million copies annually, in 28
languages.
Lastly the USIA-operated foreign press centers in Washington,
New York, and Los Angeles to
"assist resident and visiting foreign journalists", while also working in
cooperation with other international press centers in other major cities, such
as Chicago, Houston, Atlanta, Miami, and
Seattle.

Board
Operations Coordinating
Board is created by Executive Order 10483.
The Operations Coordinating Board is responsible for integrating
the implementation of national
security policies across several agencies.
Membership includes the
Under Secretary of State, chair of the board, the Deputy Secretary of
Defense, the Director of the Foreign Operations Administration and
the Director of Central Intelligence and the Special Assistant for
Psychological Warfare, Charles
Douglas Jackson.
Also authorized to attend are the Special
Assistant for National Security Affairs and the Director of the US
Information Agency.
The creation of the board is a recommendation of
the Jackson Committee, chaired by William Harding Jackson, set-up to
propose future US government information and
psychological warfare
programs.
The same committee recommended the existing Psychological Strategy Board be
abolished.
Eisenhower
appoints Clare Booth Luce, the wife of
Henry Luce, ambassador
to Italy.
Henry Luce felt if
religious faith waned other dogmas would become idols.
The success
of Communism, Luce felt,
was not attributable to the fact that it offered people a camaraderie
they no longer found in
Christianity.
Rockefeller and
Luce desired to fill the spiritual vacuum by making the Christian faith
commensurate with military and economic power.

Nelson Rockefeller is
Eisenhower's representative on the Operations Coordinating Board.
Nelson Rockefeller is appointed
Special Assistant to the President for Foreign Affairs (aka Special
Assistant to the President for Psychological Warfare).
"Nelson Rockefeller
was the most prominent promoter
of psych☣l☣gical ☣perati☣ns, serving as
Eisenhower's principal adviser and strategist on the subject during 1954-55." -

1960 Gordon Gray warns Eisenhower that a document revealing
the shadow government is
in the possession of Senator Henry Martin Jackson.
Gordon Gray becomes
head of the counterespionage section of the Foreign Intelligence Advisory
Board for John Kennedy through
Lyndon
Johnson.
The Operations Coordinating Board is abolished by
John F. Kennedy
on February 19, 1961.
