World War II,
Franklin D Roosevelt
creates the Office of Coordinator of Information (COI).
William
"Wild Bill" Donovan heads the new intelligence service.
Donovan forges a
close alliance with Father Felix Morlion, founder of a European Catholic
intelligence service known as Pro Deo.
1942
Roosevelt restructures COI into something more suitable for covert
action, the Office of Strategic
Services (OSS).
4 partners and 35 associates of Sullivan & Cromwell are given executive
management poistions.
Donovan recruits so many of
the rich and powerful that eventually people joke that "OSS" stands for "Oh, so
social!" or "Oh, such snobs!"
1943
Donovan recruits
the Black Jesuits of the
Catholic Church in Rome to be the center of Anglo-American spy operations
in Fascist Italy.
This
becomes America' most enduring intelligence alliance in the
Cold War.
Charles
Douglas Jackson joins the OSS.
Edward Hunter, reporting for the
Paris edition of the Chicago
Tribune, lives in Japan and in China from the mid-1920s to mid-1930s,
during the Japanese invasion of Manchukuo and its detachment from China.
Hunter covers the Second Italo-Abyssinian War between Italy and
Ethiopia and takes note of the psychological warfare methods
used in those instances as well as during the preparations by Germany for World
War II.
According to Hunter' 1958 testimony, he served for two years
during WWII as a "propaganda specialist" for the OSS.
1944 Charles Douglas Jackson is
Deputy Chief at the Psychological Warfare Division at Supreme
Headquarters Allied Expeditionary Force.
After the war, he became
Managing Director of Time-Life International.
When it became clear that
Dwight D. Eisenhower
stood a good chance of becoming president, the CIA arranged for Jackson to join
his campaign.
This involved Jackson writing speeches for
Eisenhower.

warfare. Main function is coordinating interpretation of world situations
to the advantage of the US by exploiting incidents reflecting negatively on the

Pope Pius XII confers the
Knight Grand Cross of the Order, Pontifical Order of Pope Saint
Sylvester on Major General William Joseph Donovan.
1945 OSS is abolished - remaining American
'information' agencies claim to cease covert action returning to information
gathering and analysis.
May 22, 1945 Operation

Federal agencies are hunting down Nazi war criminals
for arrest while the US
intelligence community is smuggling them to America to use against the
Soviets.
The most important of these is
Reinhard Gehlen,
Hitler's master spy who had built up an intelligence network in the Soviet
Union.
With full US blessing, he creates the "Gehlen Organization," a
band of refugee Nazi spies who claim to reactivate their networks in Russia.
These include SS intelligence officers Alfred Six and Emil Augsburg (Holocaust), Klaus Barbie
("Butcher of Lyon"), Otto von Bolschwing (Eichmann Holocaust mastermind) and SS
Colonel Otto Skorzeny.
The Gehlen Organization supplies the US with the
only intelligence on the
Soviet Union for the next
ten years and serves as a bridge between the abolishment of the OSS and the
creation of the CIA.
Much of the "intelligence" the former Nazis
provide is bogus.
Gehlen inflates Soviet military capabilities at a
time when Russia is still rebuilding its devastated society, in order to
inflate his own importance to the Americans (who might otherwise punish
him).

article in the New York
Times (Tyler 1992).
The plan lays out a policy for global US
hegemony.
It asserts US policy "requires we prevent any hostile
power from dominating a
region whose resources would, under
consolidated control, be sufficient to generate global
power.
These regions include
Western Europe,
East Asia, the
territory of the former Soviet
Union, and Southwest
Asia.
Pentagon officials leak to the press that the chief author of
the document is Paul
Wolfowitz and the DPG came to be known as the "Wolfowitz Doctrine."
HW Bush and his top advisors seek to distance themselves.
Cheney does not publicly defend the document but behind closed doors he
wholeheartedly tells Zalmay
Khalizad, the main writer of the document, "You have discovered a new
rationale for our role in the world." (Hoyle 2008: 50).
The belief the
document represented fringe beliefs of a few neoconservatives led by Wolfowitz
has only been challenged recently by documents declassified in 2008.
The documents clearly show that the DPG was planned and drafted in full
consultation with Colin Powell,
Dick Cheney and many
other Pentagon officials (Burr 2008).

War on Terror to exploit this partisan
divide."
According to Press Secretary
Scott McClellan, Bush had a unique
view of war not as a burden but as an opportunity.
McClellan said in his
memoir, "As I have heard Bush say, only a wartime president is likely to
achieve greatness, in part because the epochal upheavals of war provide the
opportunity for transformative change of the kind Bush hoped to achieve"
