Secrecy and free democratic government don't mix.
There is no more fundamental axiom of
American freedom:
In a free
country we punish men for the
crimes they commit.
Never for the opinions they have.
Once a government is committed to the principle of
silencing the voice of opposition, it has only one way to go, and that is
down the path of increasingly
repressive measures, until it becomes a
source of terror to
all its citizens and
creates a country where
everyone lives in fear.

Truman, who ordered the bombing of Japan, was not required to seek approval
from anyone before doing so. Nonetheless he did.
Truman wanted to
assure himself that others with more experience and expertise shared his belief
that a nuclear attack on Japan was justified.
He secretly built an
Interim Committee - so named because it was established
to make only a single recommendation - and asked for its opinion.
Secretary of War
Henry
L. Stimson was the chairman.
Its other members were the president
of Harvard, the president
of MIT, and senior
representatives of military and security agencies.
The Interim
Committee reviewed intelligence and interviewed physicists who had
developed the nuclear bomb, including Enrico Fermi and
J. Robert Oppenheimer.
After three weeks of deliberation, it advised Truman that it agreed
with his decision to attack." - Stephen Kinzer
The Interim
Committee consisted almost entirely of civilians:

Truman.
1945 In the December issue of
Collier's magazine Richard Nikolaus Eijiro
posts an article about the integration of Europe Truman reads.
This
article impresses Truman so much it is adopted as the official US
policy.
National Security Resources
Board 1947 Truman
requests military aid to Greece to support
right-wing forces fighting communist
rebels.
For the rest of the
Cold War, Washington
and the CIA will
back notorious Greek leaders with deplorable human rights records.
Truman signs the National Security Act creating the Central
Intelligence Agency and National Security Council.
The CIA is
accountable to the president through the National Security Council (NSC)
- there is no democratic or congressional oversight.
Its charter allows
the CIA to "perform such other functions and duties as the NSC may from time to
time direct."
This opens the door to covert action and dirty
tricks.
1948 Reinhard
Gehlen almost convinces the Americans that war is imminent, and the West
should make a preemptive
strike.
In the 50s he produces a fictitious "missile gap."
To make matters worse, Russians have thoroughly penetrated the Gehlen
Organization with double agents, undermining security.
CIA recreates a
covert action wing, innocuously called the Office of Policy
Coordination, led by Wall Street lawyer
Frank
Wisner.
Richard
Helms is Chief of Operations of the Office of Policy
Coordination.
Responsibilities include "propaganda,
economic warfare,
preventive direct action,
including sabotage,
anti-sabotage, demolition and
evacuation procedures; subversion
against hostile states, including assistance to
underground résistance groups, and support of
indigenous anti-communist
elements in threatened countries."
When Italian communists threaten to win
elections, the CIA buys
votes, broadcasts
propaganda, threatens and beats up opposition leaders, infiltrates and
disrupts organizations.
American Intervention in Italian Parliamentary Elections
1949
National Security Resources Board (NSRB) adopts a national censorship
plan designed to restrict the free flow of information to the public in the
event of a national emergency or war.
The government assumes the power
to censor
communications and suspend freedom
of the press.
An NSRB document outlining the program says
censorship may be
activated in a "time of war or of national emergency proclaimed by the
president and found by him to arise from the use or threat of force by a
foreign power."
"Although advocates of censorship habitually insisted
that it would only by invoked during wartime, the guidelines contained no such
limitation. A declaration of war was not required; merely a declaration of
emergency arising from a perceived foreign menace." -

1949 Policy for Asia, National Security Council document 48/2 states
Japan would become Asia's industrial economy, fired by US companies.
Washington would 'hook up' Asian
economies to Japan's industrial machine and as captured markets for Japanese goods to isolate
and contain China.
March 9, 1950 "When Truman was asked to approve $10 million in
military aid for Thailand, Acheson's supporting memo noted that $5 million had
already been approved by Truman for the Thai "constabulary."
This
presumably came from the Office of Policy Coordination secret budget: I
can find no other reference to the $5 million in State Department published
records, and two years later a US aid official in Washington, Edwin Martin,
wrote in a secret memo Thai Police force under General Phao "is receiving no
American military aid."
The key
public lobbyist for
backing the KMT in Burma and Yunnan was General Claire Chennault, original
owner of the airline the OPC took over.
Chennault deserves to be
remembered as an early postwar proponent of using off-the-books assets: his
"Chennault Plan"
visualized essentially
self-financing KMT armies, backed by a covert US logistical airline, in
support of US foreign policy."

April 14, 1950 Dean Acheson' top
secret policy is laid out in National Security Council document
NSC-68 calling for an enormous
US military encircling the globe to protect 'war-making capabilities' of its
allies, a euphemism referring to
countries with resources that
American industry needs
to manufacture arms to
contain "communism"
worldwide.
NSC-68 called for a military
capable of:
defending the Western Hemisphere and 'essential' allied
areas so that their war-making capabilities can be developed; providing and
protecting a mobilization base while the offensive forces required for victory
are being built up; conducting offensive operations to destroy vital elements
of the Soviet war-making capacity, and to keep the enemy off balance until the
full offensive strength of the United States and its allies can be brought to
bear; defending and maintaining the lines of communication and base areas
necessary to the execution of the above
tasks; and providing such aid to allies is as essential to the execution of
their role in the above tasks.
April 4, 1951
Psychological Strategy Board is established by a Harry S. Truman in a
Presidential Directive.
"Directive to: Secretary of State,
Secretary of Defense, Director of Central Intelligence: It is the
purpose of this directive to authorize and provide for the more effective
planning, coordination and conduct, within the framework of approved
national policies, of psych☣l☣gical
☣perati☣ns.
There is hereby established a Psychological
Strategy Board responsible, within the purposes and terms of this
directive, for the formulation and promulgation, as guidance to the departments
and agencies responsible for psych☣l☣gical
☣perati☣ns, of over-all
national psychological
objectives, policies and programs, and for the coordination and evaluation
of the national psychological effort.
The Psychological Strategy
Board will report to the National Security Council on
Psychological Strategy Board activities and on its evaluation of the
national
psych☣l☣gical ☣perati☣ns, including
implementation of
approved objectives, policies, and programs by the departments and
agencies concerned.
The Psychological Strategy Board shall be
composed of:
The Undersecretary of State, the Deputy
Secretary of Defense, and the Director of CI, or, in their absence,
their appropriate designees;
An appropriate representative of the head
of each such other department or agency of the Government as may, from time to
time, be determined by the Board.
The Psychological Strategy
Board shall designate one of its members as Chairman.
A representative of the Joint
Chiefs of Staff shall sit with the Psychological Strategy Board
as its principal military adviser in order that the Board may ensure that its
objectives, policies and programs shall be related to approved plans for
military operations...".
The director and architect of the Psychological Strategy
Board was
Gordon Gray.
Henry Kissinger was
Gordon Gray's consultant.
Henry Kissinger was also
the paid political consultant to Rockefeller family.
Gordon Gray,

Gordon Gray served in the administrations of Truman,
Eisenhower,

Carolina.
Gordon Gray, a Yale alumni, touted as a broadcast and

Korea without consulting
Congress.

puts Korean War American
battle deaths at 33,652 and "other deaths" meaning deaths in the war zone from
illness, accidents and other
non-battle causes at 3,262.
General
Douglas MacArthur 'liberates' North Korea from "communism" nearly all the
way to the Yalu River
marking the border with China.
At this
point, Red China pours its troops
into the conflict.
MacArthur orders the
bridges over the Yalu river to be bombed to keep the Chinese out, but his order
is countermanded by the Secretary of Defense,

Office of Defense MobilizationDecember 16, 1950 Harry S. Truman signs
Executive Order 10193,
establishing the Office of Defense Mobilization (ODM) within the Executive
Office of the President.
The ODM is granted a wide range of emergency
powers in order to mobilize civilians, industries and government agencies to
defend the country during a
crisis.
As part of a broad "mobilization" effort, Truman calls for
increasing the number of total armed forces, increasing defense spending, and
expanding the economy to
increase war production.
Truman declares a national emergency and
delegates many of his war powers to the head of the ODM citing the threat of
communist imperialism.
"President Truman proclaimed a state of emergency
this morning and delegated many of his own war powers to
Charles
Edward Wilson, the new mobilization director." - New York Times
Executive Order 10193 grants
blanket executive
authority to Charles Edward Wilson to
carry out all aspects of war
production and economic control.
According to the order, the
mobilization director "shall on behalf of the president direct, control, and
coordinate all mobilization activities of the executive branch of the
government, including but not limited to production, procurement, manpower,
stabilization, and transport activities."
April
17, 1952 Harry S. Truman signs Executive Order 10346, ordering the
Federal Civil Defense Administration (FCDA) to coordinate "continuity"
plans within the
federal government.
The plans will be designed to ensure the
continuation of essential government functions in the event of
a major disaster, such as
a nuclear attack on Washington DC. According to the order, "each Federal
department and agency shall prepare plans for maintaining the continuity of its
essential functions at the seat of government and elsewhere during the
existence of a civil-defense emergency."
The National Security
Resources Board (NSRB), established by the National Security of Act of 1947 is
to play an advisory role in the emergency plans.
The US government
constructs Site-R at Raven Rock 65 miles north of Washington, DC.; a network of
96 nuclear-resistant "Federal Relocation Centers" around Washington, DC; a
roughly 200,000-square-foot facility known as Mount Weather deep within an
isolated strip of the Blue Ridge Mountains, approximately 50 miles west of
Washington, DC; Greenbrier, underneath a hotel resort in White Sulphur Springs,
West Virginia.
