The concept of "mental health" in
the MICE! system is based on
the extent to which an individual subsumes
natural human needs

without showing any signs of

For the MICE! system to function
human behavior has
to be modified,
codified,
nullified,
abrogated, negated,
confined,
contained and
neutralized.

the abnormal conditions present
are excessive density of
population, isolation of man from
nature, excessive rapidity
of social change, the break-down of natural
small-scale communities of the tribe
and the village.
Strapped down by
a network of behavioral
regulations their fate depends on the
actions of remote persons
whose decisions they cannot influence.
Reports on experimental
epidemiology from the
Rockefeller
Institute contain references to the possibility of conferring some degree
of immunity on mice by the administration of dead or
living suspensions of
bacteria.
It is impossible to suggest any measure of a "total
quantity of resistance" in this sense, so far as naturally existing conditions
are concerned. |
Though coined almost a
century ago [8], the term "herd immunity" was not widely used until recent
decades, its use stimulated by the increasing use of vaccines,
discussions of disease eradication, and analyses of the costs and benefits of
vaccination programs.
An important milestone was the recognition by
Smith in 1970 [9] and Dietz in 1975 [10] of a simple threshold
theorem—that if immunity (ie, successful vaccination) were delivered at
random and if members of a population mixed at random, such that on average
each individual contacted R0 individuals in
a manner sufficient to transmit the
infection [11, 12], then incidence of the infection would decline if the
proportion immune exceeded (R0 - 1)/R0, or 1 –1/R0. |
A game theory approach suggests
that a market based on individual vaccination choices would best protect
society.
Every state in the United States currently mandates roughly
twenty-five to thirty-five doses of vaccines to preschoolers and school-aged
children, with limited rights of exemption.
Proponents of compulsion
argue that if vaccination is not mandatory, then herd immunity is generally
unattainable due to a free rider problem.
It is in an individual's best
interest not to vaccinate if all others are immune and are unlikely to transmit
disease.
This decision-maker gets a "free ride" on the immunity of
others.
For the simple analysis of herd immunity to hold true, both
compositional and spatial homogeneity must exist - aka a closed society
quarantine.
Clustering of susceptible individuals is again the key to
understanding how to control disease dynamics - aka contact tracing.
The
disease will exhibit epidemic dynamics among the high-risk group because each
high-risk individual will on average infect five others, so R0(HR) = 5 and
TH(HR) = 0.8.74
If vaccination for the high-risk group, 80% of that
group needs to receive the vaccine to induce herd immunity in the population as
a whole.
A program targeted only at low-risk individuals would require
vaccinating 40% of the total population, representing a substantial increase in
the health of society at lower financial cost and risk of
vaccine injury.
A vaccination program that vaccinated 80% of the population
from the high-risk and low-risk groups would not provide herd
immunity.
A vaccination program becomes particularly troubling
when its targets are children, low-risk subjects, selected for convenience, as
in mandatory vaccination of
schoolchildren against hepatitis B, a sexually transmitted
disease.
Vaccines do not induce immunity perfectly.
They
usually fail in a certain fraction of people for a variety of
reasons. |

regulate human behavior closely.
The degree of
personal freedom that exists in society is determined more by the
economic and
technological structure of

convention than by real needs of
individual people
and individual loyalty.
If
the internal loyalties of
small-scale communities were stronger than loyalty to
coercive psychological
systems, such communities
would pursue their own advantage at the expense of the larger centralized
system.
It is therefore necessary to break down traditional values
creating allegiance to and between individuals as
opposed to
allegiance to the MICE!
system.

must be to the MICE! system -

influence major decisions that directly affect their lives,

to solve this problem by
