1973 William Hamilton founds a non-profit
organization called the Institute for Law and Social Research (Inslaw)
to develop case management software for
law enforcement office
automation.
Funded by grants and
contracts from the
Law Enforcement Assistance Administration (LEAA), the Institute
developed a program it called "PROMIS", an acronym for
Prosecutors' Management Information System, for use in
law enforcement record
keeping and case-monitoring activities.
PROMIS software was written in
COBOL for use on mainframe computers.
A later version ran on 16 bit
mini-computers such as the DEC PDP-11.
The primary users of this
version of the software were the US Attorneys Office of the District of
Columbia, state and local law
enforcement.
Both the mainframe and 16 bit mini-computer versions
of PROMIS were developed under LEAA contracts, and in
litigation, both
Inslaw and
DoJ eventually
agreed that this version of PROMIS was in the
public domain, meaning
that neither the Inslaw nor its successor had exclusive rights.
1979 DoJ contractes with
the Institute for Law and Social Research to do a pilot project that
installs versions of PROMIS in four US Attorneys offices.
1980 Congress votes to abolish the LEAA.
Hamilton decides to continue operating as a for-profit corporation and
market the software to current and new users.

1981 William and Nancy Hamilton establish the
for-profit Inslaw,
transferring the Institute's assets over to the new corporation.
Hamilton claims the real power of PROMIS, with a staggering 570,000
lines of computer code, is the ability to integrate
innumerable databases.
In essence, PROMIS can turn blind data into
information.
Lawrence McWhorter, director of the Executive Office for US
Attorneys, "We're out to get Inslaw."
C. Madison Brewer at one time
worked for Inslaw, but resigned when Hamilton found his performance inadequate,
according to court documents.
Brewer was hired by the DoJ specifically
to oversee the Inslaw contract.
Brewer is aided in his new DoJ job by
Peter Videnieks.
Videnieks, from the Customs Service, oversaw contracts
between that agency and Hadron, Inc., an incorporation controlled by Ed Meese
and Earl Brian.
A contract dispute evolves over a few years over
ownership of the code.
Judge Bason finds the
DoJ, "unlawfully,
intentionally and willfully" tried to
convert the INSLAW Chapter 11
reorganization case to a Chapter 7 liquidation "without justification and by
improper means."
The DoJ "took, converted, stole, INSLAW enhanced
PROMIS by trickery, fraud, and deceit."
March
1982 Inslaw enters into a $9.6 million contract with the
Justice Department to install the
public domain version of
PROMIS in 20 US Attorney's offices as a pilot program.
August 11, 1982 DoJ legal reply for clarification:
"To the extent that any other enhancements (beyond the
public domain PROMIS) were
privately funded by Inslaw and not specified to be delivered to the DoJ under
any contract or other agreement, Inslaw may
assert whatever proprietary
rights it may have."
Inslaw converts the 16-bit version of PROMIS to
a 32-bit architecture running on a DEC VAX minicomputer.
May 6, 1983 Dr. Ben Orr leaves the DoJ with a
computer tape containing PROMIS tucked under his arm.
PROMIS is then
distributed to Israel and as many as 80 other countries by Dr. Earl W. Brian, a
man with close personal and business ties to then-President Ronald Reagan and
then-Presidential counsel Edwin Meese.
"The importance of PROMIS is
that it is not only capable of interfacing with a wide variety of data bases in
different computer languages and then integrating the data, but it has also
been modified for intelligence purposes.
It has been sold throughout
the world by spy agencies through third parties to clients such as banks and
investment houses envious of its capabilities.
One key modification by
the CIA and
Mossad not disclosed
to users - is a secret "back door" that permits those with the right codes to
enter databases undetected, retrieve and/or alter information, and leave
without a trace.
PROMIS has been extensively reported as being used
throughout the world's financial markets because of its versatility in

1981 Robert Philip Hanssen is transferred to FBI
headquarters in Washington, DC.
Hansen oversees all the FBI activities
related to wiretapping and electronic surveillance and becomes known in the
Bureau as an expert on computers.
1983
Valery Martynov and Sergei Motorin, KGB spies working out of the
Soviet Embassy in Washington, are recruited by the FBI.
David Wise
reported complacent cynicism of the Russian spies who were given
a list of secrets to
steal.
Afraid they would get kicked out if they got caught they
didn't try spying as they "loved the city, with its comfortable,
consumer-friendly lifestyle."
Martynov and Motorin are summoned back to
Moscow and shot.
1987
Hanssen is given the task of making a study of all penetrations of
the FBI in order to find who betrayed Martynov and
Motorin.
1990 Hanssen's
brother-in-law, Mark Wauck,
an FBI employee,
recommended to the Bureau that Hanssen be investigated for
espionage.
February 18, 2001 Robert
Philip Hanssen, active in Opus
Dei, has been tasked with helping allies with the installation and use of
the PROMIS.
It is alleged that Robert Philip Hanssen sold high-tech
PROMIS software to the Russian KGB for $1.4 million in cash and diamonds.
Robert Hanssen negotiates a plea bargain that enabled him to escape the
death penalty, is
sentenced to life in prison
without the possibility of parole, and is required to submit to
a gag order with respect
to public comments.
It is claimed Hanssen gave
handlers a manual on the secure network for online access to
US IC databases,
Field Office Information Management Systems (FOIMS) and Community
On-Line Intelligence Systems (COINS).
FOIMS and COINS are upgraded
versions of PROMIS software.

version of the failure of the command and control computer systems at the
Federal Aviation Administration and Northeast Air Defense Sector is due
to the fact that Usamah
bin Mohammad bin Laden used PROMIS software to take the computers offline.

was working with MITRE on FAA computer systems.
After leaving the FAA,
Monte R. Belger became VPGC of a small Israeli run incorporation based in the

Technology was founded by Ehud "Udi" Mendelson*, "a captain in the
prestigious Army Intelligence Unit of the IDF."
The Israel Venture
Capital Research Center website specifically name Monte Belger of
Centreville, Virginia, as a VPGC of US Aviation Technology.
Ehud Mendelson, Chief
Technology Officer of US Aviation Technology, promoted a
remote-control system that allows a "ground pilot" to monitor and adjust the
computer flight systems on aircraft giving the ground pilot all of the data and
the visuals that the pilot in the aircraft has.

MITRE Corporation manages Federally Funded Research and Development

March 5, 2009, MITRE was awarded one of two FFRDCs supporting the Department of Homeland
Security as the operator of the Systems Engineering and Development
Institute (SEDI).
Ptech's roster of clients included several
governmental agencies, including the United States Armed Forces,

Department of Energy, the Department of Justice, the Federal
